I was on "A" deck on the Maasdam in November, 2007 and didn't find it noisy, but it does depend on who's around you. The advantage of "A" deck is that it is not a high traffic deck compared to other decks higher up. It also has the advantage of being first on on the lifts. The service on "A" deck is the same as on most of the other passenger decks. If you are sailing in late November, you will be able to enjoy the Christmas decorations which were quite nice on the cruise I went on.
