When you board a ship you will be given a "Sea-pass" or it's equivilent. This card you will use for any purchase you make on board and it is the total of these purchases which make up your "on board spend" This account can normally be viewed on the television in your cabin and I think that is what you are looking for as we do not have the full context of the passage you quoted I hope that helps....Nei.
